I have the honour to transmit a letter address-
-ed to you by Mr. H. R. Phelips, the Auditor, in which he asks that
a special allowance of $1,200 may be granted to him on account of the financial loss sustained by reason of his leave of absence being stopped.

The facts as stated by Mr. Phelips are correct.
I had approved of his leaving to inspect the Postal Agencies and to examine the accounts of Weihaiwei on lar. R. F. Brayn's return,

but on receipt of your Despatch No. 110 of the 20th. April, I had
to inform Mr. Phelips that he could not leave until lir. Brayn's
successor arrived in September.

I regret that I am unable to support lir.
Phelip's application for compensation as all leave is subject to
the exigencies of the Service and before vacation leave can be granted arrangements have to be made and approved by the Government for the adequate discharge of an officer's duties without extra
cost to the public.
4.
Ir. Phelipe has, however, undoubtedly suffered somewhat by the sudden transfer of Mr. Brayn to another Colony,
and the illness of Mr. P. Heathcote.
